The radius of the circle is OA=(3)2+(1)2=2
Also, the coordinates of point B would be (2,0)
The coordinates of point A can be therefore written as (2cosθ,2sinθ) where θ is ∠AOB
These, when compared to (3,1), we get 3=2cosθ
∴cosθ=23
⇒∠AOB=6π or a=6
