The President appoints the Prime Minister of India; the people do not directly elect him or her. The nation's Prime Minister will be chosen as the head of the political party with an absolute majority in the Lok Sabha.

The Lower House is presided over by the Prime Minister. Thus, he or she has the following abilities:
- On calling and proroguing parliamentary sessions, he counsels the president.
- At any time, he has the power to suggest that the President dissolve the Lok Sabha.
- He announces government ideas on the House floor.
