देश के ऐसे कई सारे गरीब लोग हैं, जिनके पास महंगी दवाएं खरीदने के लिए पैसा नहीं है और डॉक्टर के शुल्क का भुगतान करने के लिए पर्याप्त पैसा नहीं है। छोटे श्रमिकों, रिक्शा चालक, कारखाने के श्रमिक, भिखारी जैसे लोग इसमे शामिल हैं।
