The molecules of a solid can vibrate only about what m from their mean positions.

Answer:

They are held to the nearby molecules by attractions (intermolecular bonds) and they are so crowded that they have little room to move. No matter which direction they travel, there is another molecule there that they will bounce off of. That molecule does not get shoved out of the way because it is held to its neighbors by the same bonds.

This arrangement breaks down on the surfaces of such solids. Molecules on the surface have a direction to move in which the opposition is much much lower (away from the solid into the surroundings). These molecules can move away (we call it evaporation of sublimation). This is why we can smell solids.
